Declaration of the Emergency Incident Complete: Self-Evacuation/Shelter-in-Place Order Lifted

Otley, Iowa – April 3, 2025 – The emergency response to the fertilizer storage facility fire
at Two Rivers Cooperative in Otley has been officially declared complete. As of 10:30 AM
on April 3, 2025, the self-evacuation and shelter-in-place order has been lifted.
At 11:46 AM on March 31, 2025, the Marion County Sheriff's Office received a report of a
fire at a fertilizer storage facility located at 311 Old Business Hwy 163, a property
belonging to Two Rivers Cooperative. The facility contained the following chemicals:
• Urea: 392 tons
• Potash: 378 tons
• MAP (Monoammonium Phosphate): 36 tons
• Sulfur: 265 tons
The United States Environmental Protection Agency (EPA) conducted continuous air
quality monitoring for a four-hour period and intermittent monitoring over a 17-hour
period. Based on the collected data, air quality has been deemed safe. The fire has been
extinguished, and the smoke has cleared.
Site recovery efforts will continue to be monitored by Marion County Public Safety and the
Iowa Department of Natural Resources (IDNR).
